No Way Out Unison problem

So the Unison No Way Out stated that it Makes Enemies Unable to Flee, but last time I used it, a Metal Enemy managed to flee and as far as I know, the only enemy capable of fleeing is only the metals. So what is going on here?

Welp, unfortunately they have a guaranteed escape since they are coded that way. You need critical items/weapons.
