March 26, 2023 may or may not be the last day Nintendo 3DS and Wii U eshop games will be digitally purchasable; I can’t tell from official post’s wording.
The 3DS and Wii U eshops no longer accept credit cards or gift cards directly, but buying 3DS and Wii U eshop games before the deadline is still possible. A Switch is not required. I’ve made a post explaining how to do it:

And, for the last time, here’s my list of Kemco’s 3DS ports, noting which mobile games have been ported only to the 3DS and no other non-mobile system.

All of Kemco’s 3DS ports have no cash shop and no paid DLC; some (like the 3DS port of Journey to Kreisia) let the player grind a currency in-game to buy cash shop items.
Kemco’s three Wii U RPGs have all been ported to multiple other consoles, so if anyone wants to make some last-minute purchases, I recommend focusing on Kemco’s 3DS ports.
